Important US CPSC eFiling Requirements
Importers of finished consumer products subject to CPSC certification must now electronically file Certificate of Compliance information before or when the goods enter the United States.
The requirement is determined by the product being imported, not the value of the shipment or the carrier service selected.
Commonly affected categories include:
- Children’s products, including toys, games, children’s clothing, sleepwear, strollers, highchairs and infant products
- Household goods and furnishings, including furniture, mattresses, rugs, carpets, blinds and candles
- Consumer electronics and electrical products, including chargers, power adapters, lighting, small appliances and battery-operated devices
- Home improvement and recreational products, including ladders, sporting goods and outdoor grills
- Textiles and apparel covered by US flammability requirements
This is not an exhaustive list, and not every product within these categories will necessarily require certification.
You can use the CPSC Regulatory Robot to check which US regulations apply to your products.
What Information Is Required?
Where a product requires eFiling, the information generally includes:
- A product identifier, such as an SKU, UPC, GTIN or model number
- Each applicable CPSC safety rule
- The date and place of manufacture
- Manufacturer, producer or assembler details
- The date of the most recent compliance testing
- Testing laboratory details
- Contact details for the person maintaining the testing records
Products can be registered in the CPSC Product Registry. Once registered, an abbreviated filing can be completed using the Product ID, Certifier ID and Certificate Version ID.
Further information is available on the CPSC eFiling website.
NZ Post Courier Select_US
Until further notice, parcels containing CPSC-regulated products must not be sent using NZ Post Courier Select_US.
GoSweetSpot is implementing controls to block affected products from being booked on this service where they can be identified. However, these controls are still being refined, so please do not rely solely on the system warning.
It remains the sender’s responsibility to identify whether a product requires CPSC certification and to select an appropriate service.
You can read the current restriction on the NZ Post Courier Select_US page.
NZ Post Postal Services
CPSC-regulated products may still be sent using the following NZ Post postal services, subject to the applicable product restrictions and CPSC requirements:
- Economy
- Economy Tracked
- Economy Plus
- Courier
- Express
Using a postal service does not remove the CPSC requirement. For regulated products imported through international mail, the required Certificate of Compliance information must be entered into the CPSC Product Registry before the shipment arrives in the United States.
FedEx Services
For FedEx, the requirement is based on the product rather than the service selected.
CPSC eFiling applies across all FedEx services when the shipment contains regulated goods, including:
- FedEx International Priority
- FedEx International Priority Express
- FedEx International Economy
- FedEx International Connect Plus
There is no FedEx service that provides an exemption from CPSC eFiling for regulated products. Products that are not subject to CPSC certification do not require CPSC eFiling.
Further information is available through FedEx’s US regulatory guidance.
GoSweetSpot does not currently have the ability to collect or transmit the required CPSC eFiling information. We are actively working on adding this functionality.
Until this is available, CPSC-regulated products cannot be booked or sent through GoSweetSpot using any of the below carriers or service:
- NZ Post Courier Select_US
- All FedEx services
We are implementing system controls to identify and block affected products. However, these controls are still being refined, so you must not rely solely on the system warning.
Please contact our team if you are unsure whether your products are affected or which service you should use.
